Met this person, thought maybe we could help each other build business, problem is.....this person keeps trying to sell me the thing they do, and i am a;ready covered in that area with a much better rate. I don;t mind referring the person and giving name out but how do i polietly decline the "thing" he is selling but still maintain a networking relationship?

You got it right the first time. Just tell them you're already covered with their service but will be glad to refer them to others. They benefit and it shouldn't sour the relationship. Your good referral could generate a lot more business for them than they might get by just doing business with yiou. If they don't see that, you are better off without them.
